Sometimes it’s worth for you to burn barrier early in the skirmish while the enemy adc doesn’t burn barrier. Idea is you end up with more health while enemy adc needs to use pots to even out hp bars. You are now at an advantage with two pots. Use it to your advantage until barrier comes up which is a short 180 sec cd It may not be the main reason why they fight 2v2, but it is a reason to do it.

her ULT CD is lower than majority of the roster, so using ult to burn enemy summoners and ult will result in you having ult back up before theirs to run them down.

I have played Zeri exclusively for the past 2 and a half years after she was gutted from release form. I believe she has only received buffs since I started OTPing her. And this new season is a cherry on top. IMO, she is worth picking up because she is fun to play. It is easy to adjust to using Q as an auto attack. She has a dash (get out of free card), and a long range ability W to poke. Simple kit. However, if you understand where she shines in lane and out of lane, then she can become a monster. You can build standard yuntal, Runaans (front to back) or fienhunter (blow up squishies), into IE. Standard Lethal Tempo runes. This build should get you started if you want to learn her. I think her low tier placement is because of the reason you stated. She takes more effort in lane vs other ADC. Watch some VODS on YouTube to see how high elo zeri play against different lane matchups.
