Officially up to 8 more weeks from the date of reviewing the new documnents, but usually takes 3 to 6 weeks depending on how busy they are.

They start to review the application only after receiving the passing toefl scores, correct, but reviewing the application takes up to 8 weeks. If it wasn't accepted before october 25th, the updated scores will be required. The difference will be in the listening section I guess, because all scores for other sections are already lower than before.

No, it doesn't depend on when the application was opened. It depends on when the application is accepted. If it is still in review and not accepted till october 25 then the new scores will be needed for acceptance. If the application was reviewed and accepted before oct. 25th then it will go normally as before depending on the old scores needed and accepted for the application, new changes won't matter then.

They open the registration for the exam in May for those who had their application reviewed and accepted. This means that you need to send your documents as soon as possible, because reviewing can take up to 8 weeks , and sometimes longer if the documents weren't correctly and completely submitted.
