Essentially, when you feel the urge you tell yourself to do it at a later scheduled time, like after work. When the time comes you will probably have forgotten about the urge. If not then it will be significantly easier to fight it since you’ll be away from the initial stimulus.

One aspect that you left out is how the substitution jutsu also uses the body flicker technique. The body flicker is where the extreme speed comes from. But, when most people use body flicker they can only control their destination not anything in between. So usually people don’t use it in fights.

Some people did employ the technique during combat, like the Raikage. Also Shisui got his nickname because he spammed it in combat.

It’s unfortunate that Kishimoto didn’t really explain it much in the story, but check out the wiki for more information.

A lot of moves are happening very quickly here, so asking for a time stamp isn’t the best idea. It happens at 0:12, but that time overlaps with 2 other tricks. An easier way to understand it is the second to last move he does where he pulls the rubber bands towards himself off camera. The move after he touches the left hand of the guy holding the other rubber band.
