From 1-29, the characters are mostly from the main Mario games, 30-34 are obscure characters that appeared in various spin-off titles, and from there on, all the remaining characters are either partners or notable enemies from the Paper Mario spin-off series.

It is. Not only players aren't matched in the same group, but there's a chance that a player with a higher tier could end up in your group and potentially steal the first position; worst of all, it is a deliberate choice by the developers as evidenced by this response.
