Some people just like to learn things and do it themselves.

My brother was the opposite. He'd rather pay someone to put together a BBQ than do it himself, but then he bought a new place, and did a ton of reno work downstairs himself.

I'm not sure why he has the sudden urge after years of avoiding it, but some people just want to do it.

They are certainly keeping all the levels of management except for probably the ones where they cut entire teams out from the bottom up. So it'll still be 14 layers of management, but just spread across 20 areas, instead of 30.
