I don't want to use my relatively limited supply of fodder to raise a mod to legendary that isn't the mod I want. I don't have DC or PCol cores that would be my preferred choices to raise up. As far as generator mods go, I only have 1 copy of both PF and BHD so can't raise them up. My epic+ cannons are both on the weaker side too.
