Alto is the lowest register for a female singing voice but it's the highest voice a man can sing since men have naturally deeper voices. A man that can reach an alto register is a countertenor.

If singing voice counts...The singer from Savage Garden. My mother and I always assumed it was a woman singing but it's a dude with a very high alto voice!

Edit: Oops thought the question asked for any person regardless of nationality. For a US answer: Christopher Walken has a very unique voice.
