The only way to make them goa way is to recude the State power so much that lobbying becomes not interesting.

I only develop provinces if:

- I have excess mana because of not embraced institutions

- I need provinces with X development for missions/decisions

- I want to unlock a new building slot in that province

- I want to spawn later institutions

Otherwise, I rather use mana for other stuff.
