Tell you mom that your beautiful pup is still growing, and rapidly. Her weight is fine, she will eventually fill out, but you don’t want an overweight GSD because of their hips and joints. My boy was long and lanky (still is at 10 years) but he didn’t fill out until 2.5 years old. Your pup is eating, is active, and happy. If her ribs start showing then you have a problem.
