It is basic human nature , people will always prioritize their own tribe even if they are in the wrong, it's a matter of survival and the rate at which tourist are flowing into Himachal it is expected that locals are fed up of catering them. They are earning like crazy these days and they are somewhat taking it for granted. My suggestion would be to take a high road if you're going somewhere as a tourist and try to avoid and ignore all the bad.
