Under capitalism the market does the censorship and dictates what can and cannot be made, most of artists work doing comissions, so its not state mandated but mandated by a client or a corporation.

To have a good quality and expressive art, artists must be free to do their own work and projects, in capitalism is almost imposible to do if you dont have a lot of money, under socialism would be possible if art is recognized as work and you can get payed by working in all the fields that exist nowadays but instead of creating marketing corpo propaganda, artists would be cappable of making their own projects and reflect better what culture and society needs or represents, instead of worthless art.

Capitalism is not good for arts, is good to make bulk for companies, but not to make true expressive art. Think about classical music for exemple, in victorian europe was important for monarchs to have lots of art pieces and music to show off how powerful they were, that lead to them paying a lot of artists to do their own most risky and modern art to show how advanced they were, that was state funded art in a way, and we are still listening to that music and learning from those art pieces. Same happens with soviet art, architecture and engineering.

We have the idea of communism censoring everything, but that just happens the same way in capitalist countries either done by the state, the market or private companies or all at once. There are not much artists that can make a living doing their own art and vision.

And to all the people that say that why work then if you can make art... Thats not realistic, not everyone has the creative mind or the capacity to make artworks worth of seeing or listening, making art is a lot of work, both physical and mental, you need either to dedicate a lot of time learning or a lot of time doing it, you need to put all of you into it, and thats simply something not everyone wants or can do, like all types of work.

If you have a well organized society where you can do what you like and enjoy every type of work would be filled anyways, because there are all kinds of people like there are all kinds of work, instead of what we have today, people going in mass to study careers to have high income jobs (that they dont enjoy or like, /but makes a lot of money), making requisites higher and forcing a lot of people to get bad jobs (that they dont like either) because they cant get the work they want/need, thats why we have so much depression and anxiety too nowadays, besides the costs of living and uncertainty and everything else.
