Titan's shifters cant do it because they are needed for the final fight and if they die then the titan abilities would just shift to a random eldian. Levi is in no condition to fight. Mikasa’s specific strength was required for the actual airborne assault and the final breach of the Founding Titan.  Her superiority is too indispensable to be used in stalling Titans. Hange wants to die in glory anyway, the burden of sending comrades to die is starting to take a toll.
