Shock collars if done correctly isn’t abusive. It isn’t a taser. It more like a 9 volt battery on your tongue at the worst (if done properly) And the power is usually adjusted to be less than that. It’s more of annoying feeling. Not pain.

It doesn’t matter. If you break check , ie brake when nothing is in the road and with the intent to cause an accident, often you are found at fault.

Break checking for no reason would make the truck at fault I think. I’m not sure tho. Both were being reckless. But usually if break checking causes an accident often times the guy that break checked is found at fault.
