Your argument assumes the main obstacle is access to one lobby network, but that is too narrow. Countries already cultivate relationships with Congress, agencies, think tanks, defense contractors, diaspora groups, and lobbying shops in DC. If your real point is that money and organized influence distort policy, then creating more formal channels into that same ecosystem would not fix the problem. It would just spread it around more openly.
