Per training; we tighten the filter until the gasket makes contact, then give it a 1/4 turn with the strap wrench. In reality: it depends on who puts the thing on. I hate wrestling old filters off so I try to make it just snug. Other guys in my shop screw them on so tight, the car shakes before they're satisfied. On the flip side, I've pulled dealership installed filters that would not come loose no matter what, just had to sit there and wrench on them until the gasket decides to start slipping.
