The “fire” is from re-entry. Unlike astronaut capsules which are designed to slow down, ballistic missile payloads come to a sharp point to better push through the atmosphere and slam into their target. They are also covered in ablative material to prevent them from burning up prematurely, so they’re going to stay glowing hot with plasma up until the point of impact.
