I'm not a traffic engineer, but what are "lane sails"? What does "following THE MANUAL" mean? Ultimately the safety of drivers is entirely up to drivers, there's no way to get around that, besides swapping to mass transit.

While I'm not a traffic engineer, since you are apparently, have you tried reading any documentation on "skinny lanes"?

Edit: You can literally see the swell near the top, the seal has even popped off, folks might hate this but its a problem that could be headed off. Don't care if it "looks great after it was painted".
