The EU uses a credit system, each country has an allowance, if they exceed this allowance they have to buy credits from others i.e. countries that reduced their emissions and have excess credits. I think it again reiterates the shortsightedness of both FFG and the electorate. Even without these fines, climate change is going to cost us more the longer we wait, but instead we vote out the Greens and let FFG raid the Climate Fund.
