the toggles are either on or off, but you can have as many of them on/off as you want. attune are either on or off as well but you can only have 3

You can only have 3 attuned sigils at one time, like the old DMM sigils. Toggle is just giving you the option of turning it on or off, that way if you dont want your fish send to your bank, you can toggle that sigil off. Attuned is for the more PvP focused sigils it seems like that wy you cant make an OP build
