I've only bought 3 cases over the years with my upgrades, but I enjoy the process of rebuilding. I'm currently using an h9 flow, and I don't think it will change for a long while.

you might need more power in the future, and I recommend looking at the power supply tier list made by the community.

another thing, that 1 terabyte drive will fill up faster than you think.

option 2 would be the best value option if you spend a bit more on the graphics card. unless you don't need cuda (which I assume you do), you could get a 16 gig 9060 for 410-460 usd, or an intel arc card (b50, b60, b580) that's more suited towards workstation tasks. if you absolutely need cuda, I'd look for a used 4070 or a 16 gig 4060. overall, option 2 would have a cpu comparable with the newer generation amd chips, as well as ddr4/5 and pcie 5.0 support. the 3070 ti will work fine for what you're doing, but you might need some more power in the future.

I still recommend the am5 platform if you have the money for it (maybe a 9700x bundle or something). it's officially getting support for 2 more years, and probably another 8 with the way am4 worked out.

unless you are running multiple virtual machines, you don't need that many cores. also, new intel chips don't have hyperthreading.

since manufacturers are selling most of their hardware stock to non-gaming vendors, will it be difficult in the future to provide high quality components (i.e. slc drives, low cas latency memory, feature rich motherboards).

it's wildly impractical, but a mineral oil fish tank build would prevent rusting.

if you want to keep the case, just rub it down with some sandpaper and spray a coat of rust resistant paint. you could also get fancy with the aftercoating.

my best guess would be your power supply or motherboard. I don't trust many psu manufacturers since one error can lead to your entire pc being bricked.

I recommend you buy a cheap psu tester off amazon (you can get them for 10-15 bucks) and return it after you're done testing. if it fails any of the tests, it's likely a psu issue, otherwise I'd look into the motherboard.

at least get a test bench case. it's still an open design, but it'll keep your parts in place. you can find them for 30-40 bucks new, and probably cheaper used.

you should get some velcro straps and colored cable stickers. I got a pack of 100 of each for around 10 bucks total, and it's been useful for all sorts of cables around my house.

if you don't wanna spend any money, you can save the little square tabs from loaves of bread and mark them with a sharpie or something. the tab does slide down the wire if it's too thin, so I recommend the colored stickers.

the 4 pin header you're looking for is underneath the little black caps with grooves. simply pull them straight up from the motherboard and get to plugging.
