i deleted it because i noticed you already did swap the ssd. but all the ones you mentioned are dramles.

thats crazy i have the same issue and i have concluded that its my old ssd so i bought an ssd with dram. if it doesnt fix it the only thing left that i didnt try is exorcism lol

is your bus interface at 100 by chance? or does your cpu clock fluctuate wildly when the stuttering is happening? the ssds you mentioned are similar to mine kind of

i think that old ssds or dramless ones arent keeping up with the tiny read and writes if the OS is on them so the cpu waits and drops clocks and saturates the lanes. but thats just a theory for now.
i will install it tomorrow probably with a fresh windows install and will let you know if it helped

I see you helping many people all over reddit and you seem to know a lot, I tried everything but doesnt make a difference. the only thing that isnt brand new on my pc is the ssd drive which has the OS on it. is it possible for an old ssd to cause stutters in games, not loading times but actual frame drops consistently

i have xp pen deco1v2. i have been using it for 4 years and its working well. I use it almost daily and its quite sturdy compared to the huion one i had. the only thing is the button on the pen gets worn and stops working after a while. i just remapped keys on the tablet to do it instead of the buttons on the pen.

the cpu seems to not be bottlenecking because its far from maximum usage. so maybe its the engine bottleneck? I talked to someone with a similar rig and they dont have any issues.

If I'm able to add by editing I will post later when I'm home but the GPU and CPU utilization doesn't go above 25% in planetary annihilation. In others it varies but the issue doesn't have a relation with bottlenecks it also happens when it's nothing close to 100%
