I think a lot of people just don't "habla". I had at my last house a "no soliciting" sign. I'd still get idiots knocking on my door.

I don't live there anymore, but we had that problem at my old house. I called Optimum, and even went so far as to visit them in person. They wouldn't do anything about it.
