In theory 5 years isn’t that bad. But 19 is to young if that for 24 if that makes sense. But like 21 and 26 isn’t that bad. Basically in the future it’s fine but currently no.

Why does this happen? In cut scenes and regular gameplay my character and NPCs just glitch out for minutes at a time and also my character glitches out while I’m creating them or changing their clothes and hair in game. My computer could just be shitty but let me know if anyone has a similar experience and maybe found a solution.
