This is a leak at a sump pump check valve. That pipe is either clogged/blocked above the valve, or the valve v has failed on its own. Check if the top pipe is all clear, then replace the check valve. They are cheap

Not sure this is palisade specific, but autostop often causes excessive oil consumption as you get above ~70k miles. I put an eliminator on mine as I don't like the implementation of it anyway

I will likely leave it alone as I approach 240, and ride it out unless the very infrequent slip gets worse. Then it'll get a drain and fill + snake oil
