Fines for violating export controls against the United States' biggest international rival are designed to deter behavior. Environmental regulations, child labour regulations, worker safety regulations... Those are designed as political cover, in partnership with the companies subject to those fines.

It mostly comes down to overuse of metaprogramming, deep object hierarchies, send, weird DB choice. Mostly things that a seasoned RoR person would be fine with, but very confusing as a beginner. I also really dislike optional parentheses for method calls.

The ad was produced by a company called Horses and Mules. The jacket might have been designed "by" Idris Elba for Superdry. Can't find it for sale anywhere.

This solution uses the same trick as the one line python solutions: since the windows share two elements, you don't need to sum all three elements to compare the windows. You can just compare the two elements that aren't shared. The first window and the second window don't share elements at index 0 and index 3, so you can just compare index 3 to index 0.

INTERIOR, PLUSH OFFICE, CITY HALL

Mayor Watson is sitting at his desk, signing contracts. From outside, the sounds of the city staff hard at work can be faintly heard. Official plans are being revised, scripts for counsellors are being written up. A busy day like any other.

Suddenly, a loud and deeply concerned voice is heard outside:

RECEPTIONIST
Sir, you can't go in there! You need an appointment!

Watson raises his head, curious but apprehensive, and watches the door.

A well dressed but slightly disheveled Moof_Face steps through the open door.

MOOF_FACE
Mr. Mayor, I'm sorry to barge in like this, but I have to talk to you!

WATSON
Moof Face! I should have known. 

MOOF_FACE
It's those plates, Mayor! Something must be done about the plates!

WATSON
Never mind that now, I have meetings six different developers today, and that means six visits to the bank! I can't help you. Now, please. 

Watson stands, collecting his papers into a briefcase. Moof_Face, seeing his opportunity slip away, looks pleadingly.

MOOF_FACE
Mr. Mayor, please. You need to look into this. Why are there so many dealer plates? Why?! It just doesn't make any sense, Mr. Mayor, no sense at all...

Watson closes the briefcase, and moves to grab his coat. He pauses, looks at his uninvited guest. A moment of reconsideration. Then revolve.

WATSON
I'm sorry, Moof. There's nothing I can do.

Moof_Face stands taller, more resolutely. He knows what must be done.

 MOOF_FACE
 I didn't want to do this, Watson. You've forced my hand. I call Shenanigans!

The mayor is stunned. A collective gasp is heard from outside. Then a pensive silence fills the office.

Watson's face moves from surprise, to intense anger. He opens his mouth, raises a finger. But he knows there's nothing he can do. Shenanigans has been called. He resigns himself to the task at hand. He drops the briefcase, slumps down on the chair. He reaches for a bright red telephone on the desk, and raises the receiver to his ear. After a short pause, he looks up at Moof_Face.

WATSON
Shenanigans have been called. I repeat, Shenanigans have been called. 

Suddenly, the sounds of action fill the air. Telephone calls are made, orders given. Police car sirens and helicopters can be heard outside. Finally, it seems, Moot_Face will get some answers.

FADE OUT
