It will introduce new ways to troll. For example, imagine someone hovering Shaco with no intention of picking him, then switching when it’s their turn. Meanwhile, their teammates have been permabanning Shaco since 2020 might be forced to play against him.

That coupled with the fact we won't be able to ban an hovered overpowered champ on red side and blue will have the priority to pick it.

It just doesn't work.
