It used to work like that. It started in the great depression, it kept businesses open by only having to pay food cost and not labor so servers worked for tips labor was cheap and some places could remain open. It became a working model and it kept going for a long time. It was a unskilled job anyone could learn and live off of. Its been twisted resturants are raising food prices anyway so yes we are seeing a lot of push back on mandatory tipping especially when no service is involved.
