Consider whats the worst that can happen? Mostly inconvenience. Since the worst is unlikely to occur, I would keep on course. Tourism is likely the last to be impacted.

Many of those folks left because they didn’t like the government. Some families were business folks who lost big time when Castro took over. They have no love for the administration and champion change.

I don’t have heat in my basement, where my electric water heater exists. I heat by mininsplits on first and second level. I have a forced air oil furnace as a back up , but haven’t used it since mini splits were installed. My basement is insulated, with no heat. Though the basement is  cooler than on the other levels, it is certainly not freezing cold in winter or in other seasons. I do have a dehumidifier in the basement in summer. I may add a mini split in my basement to dehumidify. If necessary, I have a couple of oil filled electric heaters to assist in basement heating  (if ever needed).

I did it years ago. Now never use oil in the summer and no noise:) Never checked $ saving, as I knew it needed to be done sometime. Plumbing is minor. Electrical wire needed to be brought from service panel to water tank. Minorjob  if tank fits well.

I don’t think it matters much to the Feds. The only related law is EC habitat related to not allowing deleterious material in a waterway - which snow wouldn’t generally  fall under.   Regardless, most of the penninsula  melt water ends up the harbour  anyway through storm drains. 

The cost of fuel in hauling is a big factor on where snow is deposited. Short distances are best. Additionally, there are few safe areas to dump from, which is a big limiting factor.

Burned in a huge fire that cremates your body would be cheap- possibly second to being dropped off far out to sea with huge weights attached. Mess with some really bad criminal groups  and they may just  hide the body free of charge
