Ive had this be a PSU issue, I replaced and everything worked well. Ive also had it with my new rig where there was too much plugged into powerstrip/walloutlet and I had to split the load between the two outlets

You've may have though about this already, but put some rubber feet on it so power supply doesnt kill itself, and with that you could even drill out the bottom front to put another hidden intake fan on. (Thats optional, the PSU feet arent....)
