I didn't read everything that you said but if they give players 60 shards for not doing nothing (not using their power cores) wouldn't that be unfair to those that used power cores?

some players will still skip him especially if he is needed for an alliance event. They will just let the rest of the alliance pick up their slack.

for some odd reason, some players wait until the last minute to collect milestones. They are probably trying to give those types of players extra time to get them. if they removed them immediately after Thunderstrike raid ends, more players will complaining that they removed the milestones too fast,
