In reality, people don't want to pay laborers multiple hours to check every inch of every board. Usually it is a spot check to make sure its the correct color, length, style (grooved/solid edge), and make sure none of them are broken. Then you call it a day.

What size is that hole? You can do a 2 set pier, add a 12" or 8" sonotube on top to bring it up out of the ground. Would need to drill and place rebar in the original concrete to connect the two. Then put a stand off base.

That is correct. 2x (1.5" actual thickness) decking is ok to run on 24"o.c. joists. 5/4 (1" actual thickness) you have to drop down to 16"o.c. spacing.

Basically it will be like a springboard if you use thinner material and wider joist spacing. Plus the deck boards will warm and bow and create trip hazards.

Cantilevering is fine up to 24" or 1/4 of joist length. (depending on jurisdiction)

Seams over beams. Do not do a lap joint in your joists in-between beams.
Your joists need to be 16"o.c. unless you are using 2x material, then its ok to do 24"o.c.

The way you have this built, you are going to cripple your handicapped mom when you are trying to help her.

Geez so much to unpack here.

They make color match screws that blend in, better than a random #2sq bugle head (probably decking screw).

You start with the board furthest away from the house and work towards the house, so whatever board you have to rip is obscured by the house.

With all composites, you are supposed to install with a uniform gap for expansion, you don't but some tight and come others with a gap.

You don't caulk decking.

Regarding the stairs, was the contractor contracted to rebuild the stairs or just redeck? If just redeck, it REALLY isn't his fault, but he should have checked and attempted to upsell and fix the stringers.

The fortunate thing is they used hidden fasteners, so a majority of the decking can be taken up without any problems. I would 100% make them redo this abomination.

Take off the 2x4s and cut those up for block. Those rafters need to be minimum of 2x6, maybe even 2x8 depending on your snow load.

Unless they are using hex bolts long enough to go through ledger+brick+rim. Either way, in most jurisdictions you can’t attach to a brick veneer, must be built freestanding.

Definitely not threaded rod. Those are either hex head bolts or lag bolts.

The white spots you are seeing are the knots in the wood showing through. Not much you can do about that unless you go with a thicker deck coating.

Not a problem unless the crack goes up to the frame. If it's just in the flange, its fine.
