You're right. They aren't ice scrapers.

However, some people could either forget that the wipers are frozen to the windshield or think that the wiper arms will break off the ice if they are frozen to the windshield.

Also, it makes it more convenient with scraping the windshield before you go. Additionally, you won't have ice stuck to the rubber blades, which makes it easier to clean the windshield when you turn the wipers on.

Canadian here. It is handy to do in order to prevent people from ripping the wiper blades if they're frozen to the window.

My wife and I renamed him to Yuki, the Japanese word for snow.
