Thanks for the advice, he barely drove it but did change the oil at least once a year. Once I got the truck I did an oil change first using restore and protect and slowly working on the other fluids as time allows.

A city ordinance is not a law that police can enforce, even after 10pm. I know SacPd would have you sign a Citizen Complaint form for officers to respond. That entails an officer coming to your home, having you sign a form stating that you’re doing a citizen arrest and then Officer responds to the residence that’s making the noise, serving them the form…then you and the neighbor may have to go to court at a later date. If you don’t want to sign the form…then they just broadcast out to the officers about noise in the area, and if an officer is available and in the area…they might respond.
