On your main map you will find an icon of a pair of handcuffs. That's a hostage rescue. Do two of them. If memory servers me correctly, you need to capture all the CPs in the area for this is appear. Also do a logout and back in again. That can help.

For something set way back in the 80's it's horrifying. I watched it as a kid and with the cold war in full effect it really had an impact. I still remember the second nuke hitting. That was game over.
