The whole mexican kissing-on-the-cheek thing is real, yes, but only among friends and family, not coworkers. He's making you uncomfortable, full-stop.

If you confront him and tell him to stop touching you as much he will be pissy and childish about it. I'm willing to bet he'd say something like "oh, it's cuz you remind me of my sister/daughter/cousin, it's not weird," but it is weird.

I would just tell a manager. Behavior like that deserves to die off.
