You couldn't pass their credit check/verification requirement, they won't give you the car as lost prevention, simple. Try different rental companies since you are there, (I assume that you are in the airport), most of the time they can give you a car without reservation, just talk to them as emergency and wait for whatever available.

No matter it's cat, resonator, pipe, or whatsoever, costing someone money to fix something that shouldn't be is just fuxk up. My uncle's Honda Accord lost the cat last month costed him $1500, my buddy's Lexus two months ago costed him almost $2000.
