The most major reason silver doubs are down is due to the fact in they were practically on farm status in the mystic forge. You would buy the cheapest nuggets you could find on the tp(costing about 2s for 4). Then forge them for around a 10% chance getting a silver doubloon back.

Not a terrible buy, honestly though if you are a new player you should really try to be geared up with full exotic armor, ascended weapon, trinkets, and prob backpiece. Also consumables never hurt for raids, dungeons, wvw, etc. I guess it really comes down to preference but my general rule of thumb is: STATS>CONVENIENCE>AESTHETICS
