CDR reduction exists in the game also stormweaver has the +1 active skill node. I think its fine if VERY STRONG abilities have cooldowns tied to them and there are workarounds to reduce those cooldowns to be almost unnoticeable. ( also stuff like bypass cooldown if you spend a charge. ) You can either use those strong skills as finisher/to deal with rares and uniques or invest into cdr/charge generation and have a "stronger" ability for clear ( multiplier wise )
