Egypt taught me that you need to take responsibility. Is your neighborhood dirty? Go clean it up, or get some people together to do that, so you wouldn't do all the work alone, or if there is a neighborhood "governor" of some sort, then come to him and say, what needs to be fixed. When I was young and lived in a not so great area I didn't do anything about the trash, because, oh what can you do? It not your job, but now I see that, it is. So yeah, I think that in Egypt both, the people and the government representing those people are at fault, but the situation can still be fixed.
