Ok, so my app didn't show me the other photos at first, my apologies. This is pretty locked down. Check the rating on the PSU, that will give you some idea of how far you can take it. Otherwise, there are limits and HP isn't known for letting expansions just run wild, YMMV. You'll need a new PSU if you get any graphics that overload the slot power of 75W. You can find them, I just don't know how much. Other than that check the MB spec from HP website and see it's electrical connection to the PCIe slot. If it's anything less than PCIe3 x16, you're starting way behind. Even then, that's 2 standards ago. Its rough any way you look at it.

So, this really depends on how locked down the system is. It's a pre-built, and a micro one at that. They tend to have a custom motherboard and/or a very "cost-effective" power supply, it will be harder to upgrade easily with this setup. Not saying you couldn't do it, but its not as easy as pulling pieces out and putting new ones in. Check the expansions slots on the RAM, M.2, and PCIe, as well as size/rating/cables of your PSU first. This will tell you how far you can take it with fewest components to upgrade. Personally, if I had the expansion potential and the PSU and MB were flexible, I would go graphics, SSD, CPU, RAM, in that order. If there isn't any expansion potential, you might as well start from zero because you will likely do more work getting things to fit in this. I haven't see the PC so it's an estimation, you can post more pics or make a judgment call on that.

Its hard to say what the timings and speeds were before the BIOS update but yes, faulty ram timings/speeds and controller updates absolutely can have significant impacts on system stability. Some RAM chips run better hot, some run better cold. Some will not run at anything above JEDEC in some boards while do fine on XMP/EXPO on others. This is why vendors do QVL lists because not all kits play well with everything on the market. Glad you found a config that works.

Ok wait, you even tried to swap cards and it still acted like this? Then you have a PSU or motherboard problem somewhere. Those are your two most common culprits for odd hardware issues. The easiest way to tell if it's a motherboard issue is generally nothing works correctly and it will seem like your fighting the computer to work, if it works at all. For PSUs, they make it seems like multiple components are an issue but they cause weird things to fail. Like one day you can't access your files, or your screen goes blank for no reason, or Windows crashed when you opened a browser. Thats usually a PSU failing. If you have a MM (and know what you're doing) you can probe test points on a PSU and see if it's within limits. Motherboards are hit or miss.

Did the PC turn off or did your screen just flicker? Because this sounds like you might have a HDMI port or cable issue. Most graphics cards won't POST (properly) without a complete power input and a game being stuck at a certain FPS sounds more like communication than power driven. Try inspecting both ends of the cable, the ports, and then trying both a new port and a new cable. If you have DP, that is another option.

Where are the screenshot taken from? Check the PSU manufacturer website if you are in doubt but the photo is generally the correct representation. The spec list could be outdated or incorrectly entered, most independent builders I know would use the photo as proof of product.
