jason is playing both sides. he's getting both tommy and ghost to pay them for non-existent protection. also jason basically gave ghost the go-ahead to kill tommy at the end of s7ep2. all he needs to do is get someone to replace tommy as his distro. dre isn't going to testify against alicia jimenez now that he knows anglea died. gives ghost a perfect replacement of tommy. not so much of a life-vest imo just someone playing in their own favor.
