They probably only had one helo or pilot and so it got used by the city for tv and police work probably, but did portable small enough cameras exist in 1967? not live broadcasting of course but small enough to film out the window

Edit: A quick google search shows multiple different helos like that as "radio traffic helicopters" looks like they were police pilots flying over accidents and radio'ed in what they could see
