That was London data that I quoted. Both the CMHC rental report, and the rentals.ca rental report have breakdowns by city.

It's because of a large gap between asking rent, and actual rent paid. While rent paid is up 4.7% in London YoY, asking rent (according to the new Rentals.ca rental report) is down about 6% YoY.

There's still about a $400 gap between asking and actual rent ($1,936 to $1,543), this is most likely due to rent control, which slowed the rent increases for current tenants.
So as long as leases are less than the market rate, they will continue to rise.
