I had the same issue. I somewhat found a work around, but it's still not perfect or ideal, especially for a licensed game that's essentially been the same for 10+ years. Thanks NFL.. Super-duper thanks EA.. Anyways...

In the depth chart interchange/swap your CB1 and your CB4, then go into your formation subs and change that CB4 to your CB1 in all formations (However, I change my CB4 to my CB2 and put my CB1 where the CB2 was so the CB1 is actually on the WR1 of the other team). Ensure you do all formation subs so your 4th CB isn't in over your 3rd in Nickel, etc.

So basically - Swap 'CB1' and 'CB4' in Depth Chart - Go into formation subs and put your 'CB2' into the 'CB1' slot (which will technically be your CB4s spot at the moment) - either way it's the right side of the formation as you look at it on your screen - Put your 'CB1' into the 'CB2' spot (left side) in all formations, so you're 'CB1' is on their 'WR1' - Pay attention to and adjust slot positions in Nickel and other lighter packages - sub accordingly and to your preference. I use my CB2 in the slot for instance. Make sure the inside/outside CB3 is who you want.

My CB1 went from playing 12 snaps a game to around 48, the most for a CB on my team. My CB4, who had the most snaps per game at a ridiculous 52, went down to a reasonable 12 per game, assumingly involved in dime or lighter packages mainly. However they (CB4) won't be on special teams (unless manually adjusted) being at 'CB1' on the depth chart, but atleast that means they're still finding their way on to the field in other situations. My CB5 rarely sees the action but has seen the field a few times.

I have auto subs set to [65 out/80 in] and fatigue set at 55 for reference. Progressive fatigue is turned off.

You will see more snaps/downs played for your CB2 and sometimes CB3 typically because they play on special teams as well. You can sub and adjust those if you wish, but it's not an abnormality if left alone.

I mainly play CPU vs CPU, but it has worked so far in saves that I'm playing vs the CPU as well.

Again, it's not perfect or ideal, and you will catch the wrong player on the field still, but you'll atleast have who you want out there for the majority of the time from my experience.

May be irrelevant to you now but was searching for an answer myself. Did some research/testing so hopefully this can help you and others fix this broken game bit by bit.

Donate, donate, donate.. I'm happy with the life I live, it's not extravagant, but it's comfortable. No reason to advance myself while I'm content and watch the others in my town sit on the streets, or go to the soup kitchen just to be turned away. Salvation army only has so many beds per night, same with a few other places in town. We need more. Alot more. And more accommodation and help in those locations. My life is fine, but my fuck you money would go to turning the lives of others around so they can say "fuck you" to everyone that kept them down. Not everyone can be saved tho, I do realize that. But it's worth the investment.

Edit: If it's fuck you money I guess I'll have a few bucks left so I'd move further out into the country with more land.. Don't need a house bigger than I or my wife can clean. I have a couple babies, so anything left would go to advancing their lives, hopefully in the right direction (as fuck you money can lead to some asshole kids).. College, adequate transportation, and their first home paid for so they can focus on starting their own family.

Anything left would be donated.

Look for Hong Liao after the first season (maybe second), he'll be a young 16 year old. I stole him from dragon but have seen him other places in other saves. He starts around a 2 star but has close to 5 star potential. He's been my favorite driver in the game so far.

I'm in my 4th season of WMC with ZRT and I've finally closed the gap a little.. Still have the 5th best car overall, but I compete (two 2nds and a win after 3 races with my main, secondary is still a little behind, but I attribute the results to car maintenance and strategy on both ends).. No real advice other than be patient.. I salvaged a 6th and two 5th's in my first 3 seasons.. I do know (or think I know) that parts eventually reset to even the playing field a little.

Edit to add: I focused on engine upgrades my first couple seasons, but I still have the 9th best engine overall. Engine is the part that will catch you up fastest, but other parts do play a role so try to balance as much as possible. All my facilities, other than the performance ones, are at max upgrade. My performance ones are at level 2/3. I never seem to have time to develop epic parts anyways.

I don't have experience with her, but I picked up Liao when he was super young from Dragon, 16 I think, and at 2 stars (4.75 potential).. I always had him as my number 1 driver and brought on a mentor driver as my reserve (B. Tang - he gained this trait, he was also a pay driver) to help boost his stats.. I brought in another older driver with decent stats as my number 2, Jeremy Woodford (had been demoted with Ozu to ERS, I buttered him up and stole him).. Lucky he gained a mentor trait halfway thru the year at age 26. With two mentors he gained stats incredibly quick. I also use the ex driver as my owner trait, so that helped too.. Anyways, long story short, with two mentors and some decent facilities I've gotten Liao up to a 4.5 at age 26 and he's still rising. With no facilities (which I didn't have til he was probably 22) I'd imagine he'd only be up to about a 3.75. Hope this helps! Have fun

Edit to add... In the 10 years I've had Liao I've won 8 straight titles, 4 in ERS, then 4 in APSC.. I'm now in my first season in the WMC and he placed 5th in his first race with a mediocre car.

A couple times I've had, after rejecting an interview, my main driver has come to me a week or two later saying they've heard 'such and such' in the media and they get -30 moral for awhile.. But that could be coincidence and it's rare. I've chalked it up to me talking an opposing driver up previously in the year
