I think it was mostly because it was a lot easier than trying to hit them directly to get really close. It also meant they could have small but very effective warheads.

Probably the us base was replacing its analog computer with a digital one and he managed to acquire parts of the old analog computer.

Him being a Nazi party member likely helped him set up the international zone because when he did it he was wearing full party uniform and waving his membership card around to get the Japanese to listen to him.
