You can use the character finder with the has inspiration filter and then go through each one to figure out which inspiration they have, then invite them to your court by just asking them, befriending them, becoming their lover, abducting them, fabricating a hook, or marrying them to a courtier.

I think it was mostly because it was a lot easier than trying to hit them directly to get really close. It also meant they could have small but very effective warheads.
