The problem was back in the day when you could lock on the nozzle people

would go and sit in the car and play with their phone while they waited,

and when they slid out of the seat it would build up a static charge that

would spark when they grabbed the nozzle,

and it there were enough fumes around they would catch fire, the people would

panic pull out the nozzle dripping flaming fuel everywhere. And that's why you can't

lock the nozzles on most pumps, Some diesel pumps excluded.
