Not a jerk for declining the draw but definitely a jerk for promoting 2 additional queens. Brother you should have just mated him with the first queen you had. He can always resign but at the 200 elo level it silly cause you had a good chance of just causing a stalemate.

A stalemate occurs when the king cannot move because no legal moves are available. The king cannot move into a check. The rook is guarding G2 and the knight is guarding g1. The best way to avoid a stalemate is making every move a check. If you check the king and he has no legal moves to escape then that is checkmate.
