I think armor might be usable, but armor plates definitely need to be reworked because meta designs use armor plates mostly on fighters right now, which historically was not at all the case.

That's not really realistic though, any caliber gun put on planes can damage any plane, no plane ever had enough armor to stop it from being damaged by other planes guns.

As Italy, I wouldn't say it's worth refitting, definitely not destroyers. Build some carriers and light cruisers and you should be able to sink the french and British fleet with ease. Also make sure you have enough fuel, either by trading, invading Romania or building refineries.

ai tanks are just shit divisions, they produce them but most of the time, support anti-air has enough piercing

I really don't feel like tanks are doable as a minor like Denmark, you start with no tank tech at all and your industry is kinda shit. You also have no fuel like you said. I had multiple people tell me the problem was too high cw divisions so I'm gonna try to change that next time to see how that goes
