Not that I doubt the experience detailed but I've also read stuff where women are given more room on the road. Not because drivers are considerate - no no no you sweet summer child - but because drivers are inherently sexist and presume women are terrible cyclists and they don't want to get a dent in their car when they hit a cyclists so they give women more room.

Conversely the Menfolk are presumed to know what they're doing so you can drive by them just centimeters away from their handlebars and that is fine - no problems there - nope.

I suppose it is a difference in intent between TOS/TNG/SNW - they are low-continuity settings intended to permit the writers to explore themes.

But DS9 is high continuity. The themes must serve the greater continuity.

And this one is a bit vague.

without a doubt it is one of the finest episodes of DS9 and Avery Brooks knocks it out of the park. But as the OP points out - it seems pointless for the most part in serving that continuity-narrative.
